    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas is pleased to
    1-3  congratulate Douglas Whitley as he begins a new position as
    1-4  Vice-President of Government Relations with Illinois Bell; and
    1-5        WHEREAS, Director of the Illinois Department of Revenue,
    1-6  Mr. Whitley brings a wealth of experience to his position at Bell;
    1-7  and
    1-8        WHEREAS, Born in Illinois, Mr. Whitley graduated from Southern
    1-9  Illinois University and resides in Springfield with his wife, Joanne,
   1-10  and their three children; and
   1-11        WHEREAS, In 1981, Mr. Whitley was a member of the Local
   1-12  Government Finance Study Commission, and in 1982 he was a member of
   1-13  the Governor's Tax Reform Commission; and
   1-14        WHEREAS, Mr. Whitley served on each of Illinois's three major
   1-15  tax study commissions and was chairman of the only one that produced
   1-16  significant results; and
   1-17        WHEREAS, Selected as one of 32 emerging state leaders from
   1-18  across the nation for the prestigious Henry Toll Fellowship Program
   1-19  in 1991, Mr. Whitley was appointed to the Board of Trustees of the
   1-20  Federation of Tax Administrators and as a member of the Board of the
   1-21  National Tax Association-Tax Institute of America; and
   1-22        WHEREAS, Recognized as an expert on tax law, Mr. Whitley has
   1-23  been a member of the Chicago Tax Club and was also the first
    2-1  laymember ever appointed to the Illinois State Bar Association's
    2-2  State and Local Taxation Section Council; and
    2-3        WHEREAS, A diligent and hardworking gentleman, Douglas Whitley
    2-4  has earned the admiration and friendship of those with whom he worked;
    2-5  now, therefore, be it
    2-6        RESOLVED, That the Senate of the State of Texas,
    2-7  73rd Legislature, hereby commend and applaud Douglas Whitley for his
    2-8  dedicated public service and extend best wishes to him for happiness
    2-9  in his new position with Illinois Bell; and, be it further
   2-10        RESOLVED, That a copy of this Resolution be prepared for
   2-11  Mr. Whitley as an expression of high regard from the Texas Senate.
