    1-1                           SENATE RESOLUTION
    1-2                               In Memory
    1-3                                  of
    1-4               Lieutenant Commander James Robert Segars
    1-5        WHEREAS, Lieutenant Commander James Robert Segars of the
    1-6  United States Naval Reserve died tragically in the crash of his
    1-7  F-14 Tomcat jet fighter near Comanche, Texas, on December 23, 1992;
    1-8  and
    1-9        WHEREAS, The Senate of the State of Texas joins with his
   1-10  family and friends and the citizens of the entire state in mourning
   1-11  the painful loss of this gallant Texas hero; and
   1-12        WHEREAS, The former Marine Corps officer had been with the
   1-13  Naval Reserve program at the Dallas Naval Air Station since 1988
   1-14  where he served with distinction as Administrative Officer of
   1-15  Fighter Squadron 201; and
   1-16        WHEREAS, Commander Segars is remembered for his enthusiasm
   1-17  for life and his pursuit of excellence in all his endeavors; and
   1-18        WHEREAS, He shared his life with others in many ways:  his
   1-19  love of flying, his knowledge of computers, his creativeness in
   1-20  photography, and his love of God; and
   1-21        WHEREAS, A native of Galveston County, Texas,
   1-22  Commander Segars graduated from Stephen F. Austin State
   1-23  University with a bachelor of science degree in history and
    2-1  physical education in 1972; he taught in the Hitchcock Independent
    2-2  School District for one year before joining the United States Marine
    2-3  Corps in 1973; and
    2-4        WHEREAS, As a member of Marine Fighter Squadron 333, the
    2-5  gallant officer was the first Marine and the second aviator to
    2-6  achieve 100 traps on the USS Nimitz's first tour; and
    2-7        WHEREAS, He began his reservist career in 1977 and graduated
    2-8  from the Navy Fighter Weapons School as a TOPGUN in 1980 and flew
    2-9  2,600 hours in Marine F-4s; and
   2-10        WHEREAS, Throughout his distinguished military career,
   2-11  Commander Segars displayed exceptional leadership, managerial
   2-12  skill, and meticulous attention to detail in the execution of
   2-13  his duties; and
   2-14        WHEREAS, The recipient of various military medals in
   2-15  recognition of his meritorious contributions, Commander Segars
   2-16  was awarded the Navy Achievement Medal posthumously for his
   2-17  professional performance, initiative, and devotion to duty; and
   2-18        WHEREAS, His service to his country was marked by true
   2-19  fidelity and allegiance; his supreme sacrifice will constantly
   2-20  remind others of his deep devotion to those ideals Americans
   2-21  revere; and
   2-22        WHEREAS, As a teacher and coach at Bowman and Schimelpfenig
   2-23  middle schools in Plano, Commander Segars served in an
   2-24  administrative position and volunteered to teach computer inservice
   2-25  training; and
    3-1        WHEREAS, The devout Christian layman taught religious
    3-2  education to confirmation classes at Saint Elizabeth Seton Catholic
    3-3  Church and Saint Jude's Catholic Church as well as adult Bible
    3-4  classes; and
    3-5        WHEREAS, Commander Segars was a loyal friend, dedicated
    3-6  teacher, and exemplary Marine; his cherished memory will remain
    3-7  forever in the hearts and minds of all those who knew and loved
    3-8  him; now, therefore, be it
    3-9        RESOLVED, That the Senate of the State of Texas,
   3-10  73rd Legislature, hereby extend sincere condolences to the family
   3-11  of James Robert Segars; and, be it further
   3-12        RESOLVED, That a copy of this Resolution be prepared for
   3-13  the members of his family as an expression of deepest sympathy from
   3-14  the Texas Senate, and that when the Senate adjourns this day, it do
   3-15  so in memory of Lieutenant Commander James Robert Segars.
