    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, It is indeed an honor for the Texas Senate to pay
    1-3  tribute to Dr. Miguel Nevarez, Border Texan of the Year, for his
    1-4  remarkable contributions to The University of Texas-Pan American;
    1-5  and
    1-6        WHEREAS, As president of the institution, Dr. Nevarez has
    1-7  been responsible for significant accomplishments in all areas of
    1-8  the university's development; and
    1-9        WHEREAS, During his tenure as chief executive officer, the
   1-10  university has increased its enrollment dramatically to more than
   1-11  13,600 students and has added more than 30 new degree programs; and
   1-12        WHEREAS, Among the new programs added since Dr. Nevarez took
   1-13  over the presidency are bachelor of science degrees in mechanical,
   1-14  electrical, and manufacturing engineering; doctoral degrees in
   1-15  international business and education are being perfected; and
   1-16        WHEREAS, Under Dr. Nevarez's expert guidance, the campus
   1-17  has added eight new buildings with plans being developed for
   1-18  construction of a major engineering building; and
   1-19        WHEREAS, The School of Business bachelor and master degree
   1-20  programs now rank among the top 20 percent of business programs
   1-21  in the nation; and
   1-22        WHEREAS, Dr. Nevarez led the way for the computerization of
   1-23  the campus in the 1980s and is continuing to keep the university
    2-1  in the forefront of the telecommunications revolution so that it
    2-2  will be able to extend its classes to cities and school districts
    2-3  over fiber optic cable, cable, and wireless cable television; and
    2-4        WHEREAS, The fund-raising program created by Dr. Nevarez
    2-5  when he became president completed its first capital campaign in
    2-6  1990 by raising $8.6 million, $5 million over its goal; and
    2-7        WHEREAS, The highly regarded educator was well qualified
    2-8  to become president of a major educational institution; after
    2-9  earning his doctorate in science education from New York University,
   2-10  Dr. Nevarez returned to the Rio Grande Valley as dean of students
   2-11  and assistant professor of education at Pan American University; and
   2-12        WHEREAS, A native of Mission, Texas, Dr. Nevarez is
   2-13  married to the former Bianca Medina, and they are the proud
   2-14  parents of three children, Miguel, Jr., Annette, and Mark; now,
   2-15  therefore, be it
   2-16        RESOLVED, That the Senate of the State of Texas,
   2-17  73rd Legislature, hereby commend Dr. Miguel Nevarez for
   2-18  being named Border Texan of the Year and extend sincere
   2-19  appreciation to him for his exceptional contributions as
   2-20  President of The University of Texas-Pan American; and, be
   2-21  it further
   2-22        RESOLVED, That a copy of this Resolution be prepared for
   2-23  Dr. Nevarez as an expression of high regard from the Texas Senate.
