    1-1                           SENATE RESOLUTION
    1-2                               In Memory
    1-3                                  of
    1-4                     General William Love Starnes
    1-5        WHEREAS, The Senate of the State of Texas joins
    1-6  with the citizens of San Antonio in mourning the loss of
    1-7  Major General William Love Starnes, one of the city's most
    1-8  prominent citizens, who died February 3, 1993, at the age of 73;
    1-9  and
   1-10        WHEREAS, The well-known engineer was involved in several
   1-11  major construction projects as a member of the United States Army
   1-12  and as a civilian; and
   1-13        WHEREAS, Born in Columbus, Ohio, General Starnes was
   1-14  the son of an Army doctor from Texas; he graduated from the
   1-15  United States Military Academy in 1943 and married Mary Dee Jay;
   1-16  and
   1-17        WHEREAS, His 30-year military career spanned
   1-18  World War II, Vietnam, and the launching of the space age;
   1-19  he commanded the 35th Engineer Construction Group in Vietnam
   1-20  that built the Cam Rahn Bay port facilities and was involved in
   1-21  the construction of the Vertical Assembly Building for the Apollo
   1-22  Mission for NASA at Cape Canaveral, Florida; and
   1-23        WHEREAS, After his retirement from the Army in 1973,
    2-1  General Starnes lived in San Antonio and worked for USAA; his
    2-2  expertise was invaluable in his work on the USAA Building, the
    2-3  second largest building in the country at the time of its
    2-4  construction; and
    2-5        WHEREAS, His exceptional engineering career culminated
    2-6  with his involvement in the planning and development of the
    2-7  Alamodome in San Antonio where he was a member of the advisory
    2-8  board overseeing construction; and
    2-9        WHEREAS, The visionary engineer was dedicated to his
   2-10  work and spent the last years of his life volunteering his
   2-11  services to his community; chairman of the Municipal Civil
   2-12  Service Commission and the United Way, General Starnes was
   2-13  president of the Texas Open; and
   2-14        WHEREAS, His death is felt not only by the San Antonio
   2-15  community but by citizens throughout the nation who benefitted
   2-16  from his magnificent accomplishments; now, therefore, be it
   2-17        RESOLVED, That the Senate of the State of Texas,
   2-18  73rd Legislature, hereby express sincere condolences to the
   2-19  members of his family:  his wife, Mary Starnes; his daughters,
   2-20  Mary Mildred Saunders, Lucy Love Honig, and Susan Rhea Kaiser;
   2-21  and his three grandchildren and two great-grandchildren; and,
   2-22  be it further
   2-23        RESOLVED, That a copy of this Resolution be prepared for
   2-24  the members of his family as an expression of deepest sympathy
   2-25  from the Texas Senate, and that when the Senate adjourns this
    3-1  day, it do so in memory of Major General William Love Starnes.
