By: Sibley S.R. No. 455 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is proud to 1-3 welcome John M. Carney, Commander-in-Chief, 1992-1993, of the 1-4 Veterans of Foreign Wars of the United States who is visiting 1-5 Waco, Texas, on March 20, 1993; and 1-6 WHEREAS, Chief Carney joined the United States Navy in 1-7 December of 1950 and served as a hospital corpsman attached to the 1-8 1st Marine Division during the Korean War; and 1-9 WHEREAS, A man of exceptional courage and resourcefulness, 1-10 he was awarded a Korean Service Medal with two stars, the 1-11 United Nations Service Medal, a Presidential Unit Citation, the 1-12 National Defense Service Medal, and the Fleet Marine Force Combat 1-13 Operation Insignia; and 1-14 WHEREAS, He joined the Veterans of Foreign Wars in 1958, 1-15 served as a Post Commander, and held every elective office at the 1-16 district level; he was Florida's All American Department Commander 1-17 in 1969-1970; and 1-18 WHEREAS, A highly talented leader, he served as 1-19 Assistant Adjutant General for Administration in the Veterans of 1-20 Foreign Wars National Headquarters in Kansas City and was appointed 1-21 interim director of the Veterans of Foreign Wars National Home in 1-22 1980; and 1-23 WHEREAS, On August 21, 1992, he was elected the Veterans of 2-1 Foreign Wars Commander-in-Chief and became the first Floridian to 2-2 hold this position; he currently serves as the supervisor for 2-3 administrative services for The Aerospace Corporation, Cape Canaveral 2-4 Air Force Station; and 2-5 WHEREAS, An esteemed individual who consistently manifests 2-6 loyalty and concern for his fellowman, Jack Carney has visited North 2-7 and South Korea to discuss POW/MIAs with Korean leaders and was part 2-8 of a Veterans of Foreign Wars delegation to meet with Desert Shield 2-9 commanders and frontline troops during Operation Desert Shield; and 2-10 WHEREAS, Jack Carney is a Life Member of Veterans of Foreign 2-11 Wars Post 4643, Satellite Beach, Florida, as well as American Legion 2-12 Post 163, and Elks Lodge 1744 of Melbourne; his national committee 2-13 activities include Buddy Poppy, Americanism, Community Activities, 2-14 Civil Service and Employment, and Life Membership; and 2-15 WHEREAS, An exemplary and distinguished gentleman of uncommon 2-16 valor and patriotism, Chief Carney is beloved and respected by his 2-17 family, friends, and fellow veterans, and his visit to Waco is an 2-18 opportunity for all to express their appreciation for his 2-19 outstanding service to our country; now, therefore, be it 2-20 RESOLVED, That the Senate of the State of Texas, 2-21 73rd Legislature, hereby commend Chief Carney for his many worthy 2-22 efforts on behalf of the safety and welfare of American citizens 2-23 and for his exceptional leadership as Commander-in-Chief of the 2-24 Veterans of Foreign Wars; and, be it further 2-25 RESOLVED, That a copy of this Resolution be prepared for 3-1 him as an expression of esteem from the Texas Senate. 3-2 _____________________________________ 3-3 President of the Senate 3-4 I hereby certify that the 3-5 above Resolution was adopted by 3-6 the Senate on March 18, 1993. 3-7 _____________________________________ 3-8 Secretary of the Senate 3-9 _____________________________________ 3-10 Member, Texas Senate
