    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas is proud to
    1-3  recognize Dr. Neilon J. Rowan for being named an Honorary Member
    1-4  of the Institute of Transportation Engineers; Executive Director
    1-5  Tom Brahms presented Dr. Rowan with the award January 29, 1993; and
    1-6        WHEREAS, In 1957, Neilon J. Rowan graduated from
    1-7  Texas Tech University with a bachelor's degree in civil
    1-8  engineering; one year later, he went to Texas A&M University to
    1-9  finish his master's degree and doctoral degree; and
   1-10        WHEREAS, A highly talented researcher, Dr. Rowan obtained
   1-11  a full-time teaching appointment with the Texas A&M faculty in
   1-12  1959; currently a professor in the Department of Civil Engineering,
   1-13  he received the 1989-1990 Zachry Teaching Excellence Award and the
   1-14  1985 Outstanding Professor award in the department; and
   1-15        WHEREAS, The National Safety Council awarded Dr. Rowan a
   1-16  Certificate of Commendation in 1966 for his role in the developing
   1-17  of breakaway sign supports; and
   1-18        WHEREAS, Dr. Rowan has earned many honors over the years;
   1-19  in 1973 the Highway Research Board recognized him for a Paper of
   1-20  Outstanding Merit; and
   1-21        WHEREAS, In 1978, the Institute of Transportation Engineers
   1-22  named him Transportation Engineer of the Year for the Texas Section;
   1-23  and
    2-1        WHEREAS, Dr. Rowan was the first Texan and the 46th person
    2-2  in the history of the Institute of Transportation Engineers to win
    2-3  this honor which is the highest commendation that the institute
    2-4  bestows on an individual; Dr. Rowan is truly worthy of legislative
    2-5  recognition; now, therefore, be it
    2-6        RESOLVED, That the Senate of the State of Texas,
    2-7  73rd Legislature, hereby congratulate Dr. Neilon J. Rowan on
    2-8  being honored by the Institute of Transportation Engineers; and,
    2-9  be it further
   2-10        RESOLVED, That a copy of this Resolution be prepared for him
   2-11  as an expression of esteem from the Texas Senate.
