    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The City of Irving, Texas, will sorely miss the
    1-3  wisdom and expertise of Jack D. Huffman who is retiring as city
    1-4  manager after 20 years of distinguished service; and
    1-5        WHEREAS, Born in Orange, Texas, on August 20, 1931,
    1-6  Jack Huffman graduated from Lutcher Stark High School in
    1-7  1950; and
    1-8        WHEREAS, A true patriot, Mr. Huffman honorably served his
    1-9  country in the Korean Conflict from 1950 to 1954; he pursued his
   1-10  higher education at Texas A&M University, graduating with a
   1-11  bachelor's degree in civil engineering; he received a certificate
   1-12  of completion in public administration from Baylor University in
   1-13  1962; and
   1-14        WHEREAS, While in college, Mr. Huffman became interested
   1-15  in city management, believing that municipal government needed
   1-16  the technical training that graduates of the school of engineering
   1-17  possessed; and
   1-18        WHEREAS, Mr. Huffman was city manager and financial officer
   1-19  for Orange, Texas, from 1966 until 1972; he was city manager for
   1-20  Greeley, Colorado, from 1972 until 1973; in 1973, he was hired by
   1-21  the City of Irving; and
   1-22        WHEREAS, During his 20-year tenure with Irving, Mr. Huffman
   1-23  initiated many improvements; under his auspices the city built a
    2-1  number of structures, including the civic center complex, the
    2-2  criminal justice center, police and fire training facility, two
    2-3  senior activities centers, the Irving Art Center, and the main
    2-4  library; and
    2-5        WHEREAS, Believing that a truly great city has happy employees,
    2-6  Mr. Huffman vastly improved employee benefits, started a deferred
    2-7  compensation plan, made health maintenance organizations available
    2-8  to employees, added unlimited accrual of sick leave, allowed worker
    2-9  participation in a group dental plan, extended vacation accrual to
   2-10  two years, improved health and life insurance coverage, and pushed
   2-11  for increased pay for workers; and
   2-12        WHEREAS, Knowing that a city's citizens need to feel secure,
   2-13  Mr. Huffman significantly improved the city's police force by
   2-14  developing the Crime Watch Program, upgrading police vehicles,
   2-15  equipment, and uniforms, adding manpower and upgrading
   2-16  administrative positions, developing the Total Beat concept,
   2-17  upgrading the microwave communications system, and increasing
   2-18  jail capacity; and
   2-19        WHEREAS, A man with great tenacity and foresight, Mr. Huffman
   2-20  secured passage of a capital improvement bond program that included
   2-21  upgrading almost every city facility; and
   2-22        WHEREAS, While Mr. Huffman was in authority, the city was
   2-23  able to obtain numerous lands for use as public parks and many
   2-24  municipal swimming pools, golf courses, and tennis courts were
   2-25  added to Irving's recreational facilities; and
    3-1        WHEREAS, A highly respected and exemplary man, Mr. Huffman
    3-2  has found success through his talent, perseverance, and hard work,
    3-3  and his many accomplishments are inspirational to us all; now,
    3-4  therefore, be it
    3-5        RESOLVED, That the Senate of the State of Texas,
    3-6  73rd Legislature, hereby commend Jack D. Huffman on his superb
    3-7  career and his many prestigious honors and extend best wishes
    3-8  to him for many happy retirement years; and, be it further
    3-9        RESOLVED, That a copy of this Resolution be prepared for
   3-10  Mr. Huffman as a memento of his years of service and as an
   3-11  expression of esteem from the Texas Senate.
