No. 518 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is proud to 1-3 recognize Louise Floyd Meyers, Leona Floyd Popp, and the late 1-4 William Floyd, children of the late State Senator Charles R. Floyd, 1-5 for their generous donation to The University of Texas at Austin; 1-6 and 1-7 WHEREAS, A family whose roots lie deep in Texas history and 1-8 Texas government, they have long been enthusiastic supporters of 1-9 The University of Texas and higher education in our state; and 1-10 WHEREAS, In continuing with that tradition, they have 1-11 generously offered The University of Texas at Austin a rare book 1-12 that represents a significant development in Texas history, Senate 1-13 Journal, 1917, which contains "The Record of Proceedings of the High 1-14 Court of Impeachment on the Trial of Honorable James E. Ferguson, 1-15 Governor"; the governor's impeachment led directly to the rise of 1-16 William P. Hobby, Sr., to the Office of Governor; and 1-17 WHEREAS, A Paris Democrat who served Red River and Lamar 1-18 counties in the Texas Senate from 1917 through 1929, Senator Floyd 1-19 ably served the needs of his constituency with great dedication; 1-20 his family points with pride to his contributions to the development 1-21 of the junior college system and state highway system; and 1-22 WHEREAS, During his distinguished tenure, Senator Floyd 1-23 ardently supported causes on behalf of The University of Texas; and 2-1 WHEREAS, One of his most outstanding accomplishments was the 2-2 passage of a key bill in 1927 that allowed for the exemption from 2-3 property taxes of a bequest by the late W. J. McDonald for an 2-4 observatory in Texas; and 2-5 WHEREAS, It was this legislation that enabled the state to 2-6 construct a research laboratory of the highest quality, the famous 2-7 McDonald Observatory; and 2-8 WHEREAS, "The Record of Proceedings of the High Court of 2-9 Impeachment on the Trial of Honorable James E. Ferguson, Governor" 2-10 chronicles one of the most important proceedings of Texas government; 2-11 it is alleged that this notable event was due in part to 2-12 Governor Ferguson's feud with The University of Texas at Austin; and 2-13 WHEREAS, The impeachment proceedings and the aftermath were 2-14 witnessed by Senator Floyd, and Senate Journal, 1917 includes 2-15 accounts of the Senator's activities during his first term in office 2-16 and during these significant developments in Texas history; and 2-17 WHEREAS, In donating Senate Journal, 1917, the Floyd 2-18 family is helping to preserve an important chapter of Texas history 2-19 and is making it available to countless students of government and 2-20 history; and 2-21 WHEREAS, Proud of their grandfather's role in the development 2-22 of the Lone Star State are Mary Padgett of Austin, Texas, and 2-23 Richard Floyd, David Floyd, Sandra Oyler, and Bill Floyd of 2-24 Paris, Texas; and 2-25 WHEREAS, Special guests at the book presentation will be his 3-1 daughter, Louise Floyd Meyers, granddaughter, Mary Padgett, and 3-2 great-grandchildren, Melissa Padgett and Chris Padgett; now, 3-3 therefore, be it 3-4 RESOLVED, That the Senate of the State of Texas, 3-5 73rd Legislature, hereby express appreciation to Louise Floyd Meyers, 3-6 Leona Floyd Popp, and the late William Floyd for their exceptional 3-7 donation to The University of Texas at Austin and for the family's 3-8 many valuable contributions to the university and to the state; 3-9 and, be it further 3-10 RESOLVED, That a copy of this Resolution be prepared for 3-11 the family as an expression of high regard from the Texas Senate. 3-12 _____________________________________ 3-13 President of the Senate 3-14 I hereby certify that the 3-15 above Resolution was adopted by 3-16 the Senate on March 30, 1993. 3-17 _____________________________________ 3-18 Secretary of the Senate 3-19 _____________________________________ 3-20 Member, Texas Senate
