By: Madla S.R. No. 560 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is pleased to 1-3 recognize Dr. Douglas S. Harlan for his many important contributions 1-4 to the citizens of his community; and 1-5 WHEREAS, Dr. Harlan was born July 7, 1943, in 1-6 Jonesboro, Arkansas; and 1-7 WHEREAS, Douglas Harlan graduated cum laude with a degree 1-8 in English from Rice University, the first person ever to graduate 1-9 from the school three years after entering as a freshman; and 1-10 WHEREAS, Earning his master's degree in political science 1-11 from Duke University in 1965, Dr. Harlan completed his doctorate 1-12 in government two years later at The University of Texas at Austin; 1-13 in 1974, he earned his law degree from The University of Texas School 1-14 of Law at Austin; and 1-15 WHEREAS, After graduate school, this dynamic man began to 1-16 accumulate practical experience; he was named Director of the 1-17 City of San Antonio's Department of Education and Human Resources; 1-18 later, Dr. Harlan was picked by the Ford administration to be 1-19 Executive Secretary of the Department of Health, Education, and 1-20 Welfare; following these successes, Dr. Harlan served as cochairman 1-21 of the President's Task Force on Deregulation for President Ford and 1-22 won national acclaim for his work in that capacity; and 1-23 WHEREAS, An exceptionally outstanding and versatile man, 2-1 Dr. Harlan participated in the management of congressional and 2-2 gubernatorial campaigns and worked on the Washington, D.C., staff 2-3 of Senator John Tower before deciding to become a candidate; 2-4 Dr. Harlan won the Republican nomination for Congress in Texas' 2-5 21st Congressional District in 1972 and 1974; and 2-6 WHEREAS, In addition to his other activities, Dr. Harlan has 2-7 always found time to write; for 13 years he wrote a weekly column 2-8 based at the San Antonio Light that was carried by other Texas 2-9 newspapers as well; he won national awards for his writing; and 2-10 WHEREAS, In 1984, Dr. Harlan was elected to the 2-11 Alamo Community College Board of Trustees; prior to his service 2-12 on the board, Dr. Harlan was an attorney with a general business 2-13 practice with a concentration in real estate; and 2-14 WHEREAS, Dr. Harlan is an exceptionally gifted and 2-15 talented administrator and the Alamo Community College District 2-16 has benefitted greatly during his tenure; he initiated a Faculty 2-17 Exchange Program both between the colleges in the district and 2-18 The University of Texas at San Antonio; he developed a Minority 2-19 Fellowship Program to enhance the future diversity of the district's 2-20 faculty; and 2-21 WHEREAS, In addition to these accomplishments, Dr. Harlan 2-22 brought college enrollments to the highest levels ever: 34,000 2-23 students plus an additional 20,000 students in continuing education 2-24 courses; and 2-25 WHEREAS, Under Dr. Harlan's auspices, the Alamo Community 3-1 College District secured a donation of 112 acres of land for 3-2 expansion, developed support for approval and completion of a 3-3 $100 million capital improvement plan, developed a regional library 3-4 at Palo Alto College, and provided a class of adjunct faculty with 3-5 health insurance benefits; and 3-6 WHEREAS, Dr. Douglas Harlan has contributed nine years of 3-7 community service to Alamo Community College; eight years as a 3-8 member of the Board of Trustees and one year as its Chancellor; 3-9 his various and manifold achievements have contributed to his city 3-10 and state; now, therefore, be it 3-11 RESOLVED, That the Senate of the State of Texas, 3-12 73rd Legislature, hereby commend and applaud Dr. Douglas S.
