    1-1                           SENATE RESOLUTION
    1-2                               In Memory
    1-3                                  of
    1-4                   Richard P. "Dickie" Westmoreland
    1-5        WHEREAS, The Senate of the State of Texas joins the
    1-6  citizens of Madisonville, Texas, in mourning the untimely loss
    1-7  of Richard P. "Dickie" Westmoreland, who died February 26, 1993,
    1-8  at the age of 51; and
    1-9        WHEREAS, During his lifetime he established a permanent
   1-10  place for himself in the hearts and minds of those who lived and
   1-11  worked with him; and
   1-12        WHEREAS, Born in Houston, Texas, on August 16, 1941,
   1-13  Mr. Westmoreland lived most of his life in Madisonville where he
   1-14  was involved in the life of the community; and
   1-15        WHEREAS, He attended Madisonville High School and graduated
   1-16  from Sam Houston State University with a bachelor of science degree
   1-17  and a master's degree; and
   1-18        WHEREAS, A dedicated and diligent businessman,
   1-19  Mr. Westmoreland owned and operated Westmoreland's Bail Bonds,
   1-20  Westmoreland Private Investigative, and Westmoreland Security
   1-21  Contractors; and
   1-22        WHEREAS, The varied and notable achievements of this
   1-23  distinguished gentleman contributed immeasurably to the dynamic
    2-1  growth and progress of his city; and
    2-2        WHEREAS, He served with distinction as president of the
    2-3  Madisonville Sidewalk Cattleman's Association and the Madison
    2-4  County Democratic Club; and
    2-5        WHEREAS, Mr. Westmoreland earned the admiration and respect
    2-6  of the citizens of Madisonville who elected him to the city council
    2-7  where he served as Mayor Pro-Tem; and
    2-8        WHEREAS, He was a member of the Brazos Valley Development
    2-9  Council and Madisonville Masonic Lodge Number 740; and
   2-10        WHEREAS, His wise counsel and sound judgment will be deeply
   2-11  missed and remembered with gratitude by those who knew him; now,
   2-12  therefore, be it
   2-13        RESOLVED, That the Senate of the State of Texas,
   2-14  73rd Legislature, hereby extend sincere condolences to the members
   2-15  of his family:  his mother, Millie Arrant Westmoreland; his son,
   2-16  Pat Westmoreland; his daughter, Debra Westmoreland-Forrest; his
   2-17  granddaughter, Victoria Forrest; his sister and brother-in-law,
   2-18  Patsy and Charles Strawther; and his niece, Jane Strawther; and, be
   2-19  it further
   2-20        RESOLVED, That a copy of this Resolution be prepared for
   2-21  the members of his family as an expression of the deepest sympathy
   2-22  of the Texas Senate, and that when the Senate adjourns this day,
   2-23  it do so in memory of Richard P. "Dickie" Westmoreland.
