    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, Dr. Leo Sayavedra has been selected as a
    1-3  1993 Distinguished Alumnus of the University of North Texas,
    1-4  and the Texas Senate is proud to extend congratulations to him
    1-5  on this significant honor; and
    1-6        WHEREAS, Dr. Sayavedra has served with distinction as
    1-7  president of Laredo State University since 1988 and has made
    1-8  important contributions to the Laredo community and to education
    1-9  in Texas; and
   1-10        WHEREAS, His broad experience as a teacher, principal,
   1-11  assistant professor, academic dean, interim president, and
   1-12  vice-president of academic affairs has proved invaluable in
   1-13  his position as head of a university; and
   1-14        WHEREAS, The esteemed educator is committed to improving
   1-15  the quality of higher education for the students throughout the
   1-16  border region; and
   1-17        WHEREAS, He has worked diligently to develop legislation to
   1-18  benefit the colleges and universities in the area; and
   1-19        WHEREAS, Dr. Sayavedra has worked with the Texas Education
   1-20  Agency to promote a multicultural approach to education and to
   1-21  improve the quality of second language proficiency; and
   1-22        WHEREAS, By establishing many partnerships between
   1-23  Laredo State University and universities in Mexico, he has
    2-1  exerted his leadership in strengthening relations with our
    2-2  neighbor south of the border; and
    2-3        WHEREAS, Throughout his career, Dr. Sayavedra has been
    2-4  active in numerous professional organizations and has served
    2-5  as a consultant since 1972 for school districts in the areas of
    2-6  Mexican American history and culture and in teaching elementary
    2-7  science and mathematics; and
    2-8        WHEREAS, He has freely given his time and energies
    2-9  to community affairs as a member of the Board of Directors
   2-10  of the Laredo Chamber of Commerce, the Webb/Laredo Beautification
   2-11  Association, and the Washington Birthday Celebration Association;
   2-12  he is vice-president of the International Good Neighbor Council
   2-13  and a member of the Laredo Rotary Club; and
   2-14        WHEREAS, Dr. Sayavedra has contributed magnificently to the
   2-15  development of the higher educational system in the State of Texas;
   2-16  now, therefore, be it
   2-17        RESOLVED, That the Senate of the State of Texas,
   2-18  73rd Legislature, hereby commend Dr. Leo Sayavedra for his exemplary
   2-19  accomplishments; and, be it further
   2-20        RESOLVED, That a copy of this Resolution be prepared for
   2-21  Dr. Sayavedra as an expression of the admiration and esteem of the
   2-22  Texas Senate.
