No. 848 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is greatly 1-3 pleased to welcome the Governor of Abia State, His Excellency, 1-4 Dr. Ogbonnaya Onu, who is presently visiting the Lone Star State; 1-5 and 1-6 WHEREAS, Dr. Ogbonnaya Onu was born on December 1, 1951, 1-7 to His Royal Highness, Eze David Aba Onu, the Eze Adu of Uburu; 1-8 and 1-9 WHEREAS, Dr. Ogbonnaya Onu graduated with a first class 1-10 honors degree in chemical engineering from the University of Lagos 1-11 in 1976; Dr. Onu earned his doctoral degree from the University of 1-12 California at Berkeley in 1980; and 1-13 WHEREAS, After he returned to Nigeria, Dr. Onu became 1-14 the first head of the Department of Chemical Engineering at the 1-15 University of Port Harcourt; and 1-16 WHEREAS, A highly talented researcher, he was a pioneer 1-17 member of the Governing Council of the Federal Government Raw 1-18 Materials Research and Development Council of Nigeria; committed 1-19 to improving his country's industrial capacity, he also served as 1-20 National President of the Raw Material Society of Nigeria; and 1-21 WHEREAS, He also was the recipient of the 1990 Industrial 1-22 Merit Award of the Anambra State Council Nigerian Union of 1-23 Journalists; and 2-1 WHEREAS, Admired and respected for his outstanding 2-2 leadership and integrity, His Excellency has traveled to the 2-3 United States of America to implement the establishment of a 2-4 "Technical Cooperation and Exchange Program" between Abia State 2-5 of Nigeria, the United States of America, and the individual 2-6 states within the United States; and 2-7 WHEREAS, Dr. Onu plans to form alliances with various 2-8 levels of government to expand the American market into Africa and 2-9 encourage American small and medium-sized enterprises, especially 2-10 minority-owned businesses, to work directly with their counterparts 2-11 in Nigeria, Africa, for private-sector-oriented economic 2-12 development; and 2-13 WHEREAS, The philosophy behind the program that Dr. Onu is 2-14 here to establish is to encourage economic growth through free 2-15 enterprise development in Africa; now, therefore, be it 2-16 RESOLVED, That the Senate of the State of Texas, 2-17 73rd Legislature, hereby warmly welcome His Excellency, 2-18 Dr. Ogbonnaya Onu, to the State of Texas and declare him an 2-19 Honorary Texan with all attendant rights and privileges thereof; 2-20 and, be it further 2-21 RESOLVED, That a copy of this Resolution be prepared for 2-22 Dr. Ogbonnaya Onu as a memento of his visit to the State of Texas. 2-23 _____________________________________ 2-24 President of the Senate 2-25 I hereby certify that the 3-1 above Resolution was adopted by 3-2 the Senate on May 5, 1993. 3-3 _____________________________________ 3-4 Secretary of the Senate 3-5 _____________________________________ 3-6 Member, Texas Senate
