    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, On February 28, 1993, members of the Special
    1-3  Response Team, Bureau of Alcohol, Tobacco and Firearms fought
    1-4  gallantly to control and defeat illegal weaponry and cult
    1-5  activities in Waco, Texas; and
    1-6        WHEREAS, The Bureau of Alcohol, Tobacco and Firearms'
    1-7  efforts culminated in the tragic loss of the lives of
    1-8  Special Agents Steven David Willis, Robert J. Williams,
    1-9  Conway LeBleu, and Todd McKeehan and the serious injury of other
   1-10  team members, while providing unique and invaluable assistance
   1-11  to the people of the State of Texas; and
   1-12        WHEREAS, Special Agent Steven David Willis of the
   1-13  Bureau of Alcohol, Tobacco and Firearms Houston Field Division
   1-14  was born December 18, 1960; a 1986 graduate of Southwest Texas
   1-15  State University with a bachelor of science degree in criminal
   1-16  justice, the dedicated officer had worked as a special agent
   1-17  with the Defense Investigative Service for three years before
   1-18  joining the Bureau of Alcohol, Tobacco and Firearms in 1990;
   1-19  the beloved individual will be deeply missed by the members of
   1-20  the bureau and by his parents and family members; and
   1-21        WHEREAS, Special Agent Robert J. Williams of the
   1-22  New Orleans Field Division worked out of the Little Rock, Arkansas,
   1-23  Post of Duty and had been an agent of the Bureau of Alcohol, Tobacco
    2-1  and Firearms since October, 1988; a native of Jackson, Mississippi,
    2-2  Special Agent Williams was born on March 1, 1966, and graduated from
    2-3  Florida State University; recognized for his devotion to his work,
    2-4  he earned the admiration of his fellow officers; his memory will be
    2-5  cherished forever by his wife and his family; and
    2-6        WHEREAS, Special Agent Conway LeBleu of the New Orleans Field
    2-7  Division of the Bureau of Alcohol, Tobacco and Firearms was a native
    2-8  of Lake Charles, Louisiana, and graduated from McNeese State
    2-9  University; a member of the bureau for over five years, the
   2-10  30-year-old special agent, who carried out his duties with integrity
   2-11  and professional ability, received recognition from his colleagues;
   2-12  his memory will remain forever in the hearts and minds of his wife,
   2-13  his two sons, and his family; and
   2-14        WHEREAS, Special Agent Todd McKeehan of the New Orleans Field
   2-15  Division of the Bureau of Alcohol, Tobacco and Firearms had served
   2-16  with distinction for three years in law enforcement; he was born in
   2-17  Elizabethon, Tennessee, and graduated from Eastern Tennessee State
   2-18  University; a man of exceptional valor who had served his country
   2-19  in Desert Storm, the 28-year-old veteran carried out his
   2-20  responsibilities with expertise and selfless devotion; a man of
   2-21  noble character, he will be remembered by his wife and family for
   2-22  his exemplary life; and
   2-23        WHEREAS, Through the unselfish and noble efforts of these
   2-24  men the threat of cult influence upon all the citizens of Texas
   2-25  has been lessened; now, therefore, be it
    3-1        RESOLVED, That the Senate of the State of Texas,
    3-2  73rd Legislature, hereby join with the citizens of Texas in paying
    3-3  tribute to the memory of Special Agents Steven David Willis,
    3-4  Robert J. Williams, Conway LeBleu, and Todd McKeehan for sacrificing
    3-5  their lives for the pursuit of justice and protection of the people
    3-6  and offer their families sincere condolences and gratitude; and,
    3-7  be it further
    3-8        RESOLVED, That the Texas Senate and the citizens of Texas
    3-9  hereby commend the surviving members of the Special Response Team,
   3-10  along with other local, state, and federal agencies who protect and
   3-11  defend the citizens of the State of Texas, and put their lives on
   3-12  the line in the name of justice every day; and, be it further
   3-13        RESOLVED, That a copy of this Resolution be prepared for
   3-14  the surviving family members as an expression of deepest sympathy
   3-15  from the Texas Senate, and that when the Senate adjourns this day,
   3-16  it do so in memory of these valiant men.
