No. 879 SENATE RESOLUTION 1-1 WHEREAS, The numerous incidents of crime and violence at the 1-2 campuses of our state's primary and secondary schools are 1-3 threatening the health and safety of the schoolchildren in the 1-4 State of Texas; and 1-5 WHEREAS, More and more weapons are being confiscated on 1-6 school premises, creating a nonconducive learning environment; and 1-7 WHEREAS, It is essential that the atmosphere of crime and 1-8 violence that surrounds our public schools be curbed in order to 1-9 create a more positive learning environment; and 1-10 WHEREAS, The State Board of Education and the Texas Juvenile 1-11 Probation Commission have urged increased attention to issues of 1-12 crime on and near our public school campuses; and 1-13 WHEREAS, The allocation of resources to combat campus crime 1-14 should be based on accurate data; and 1-15 WHEREAS, The Central Education Roundtable Committee 1-16 recommended collecting data on campus crime on a statewide basis to 1-17 provide much-needed information for future allocation of state 1-18 resources to combat campus crime; and 1-19 WHEREAS, There is currently a shortage of state revenue to 1-20 provide to school districts for new initiatives; now, therefore, be 1-21 it 1-22 RESOLVED, That the Senate of the State of Texas encourage law 1-23 enforcement officials to independently report to the Department of 2-1 Public Safety incidents of crime that occur on public school 2-2 campuses according to the department's uniform crime reporting 2-3 guidelines; and, be it further 2-4 RESOLVED, That the Senate of the State of Texas encourage the 2-5 Department of Public Safety to determine underreported areas of the 2-6 state and conduct a random sampling of incidents of crime on public 2-7 school campuses in those areas; and, be it further 2-8 RESOLVED, That the Senate of the State of Texas, 73rd 2-9 Legislature, encourage the Central Education Agency, in accordance 2-10 with the Department of Public Safety uniform crime reporting 2-11 guidelines, to develop a statewide uniform crime reporting system 2-12 for use by school districts to uniformly report incident-based 2-13 campus crime. 2-14 _____________________________________ 2-15 President of the Senate 2-16 I hereby certify that the 2-17 above Resolution was adopted by 2-18 the Senate on May 29, 1993, by the 2-19 following vote: Yeas 31, Nays 0. 2-20 _____________________________________ 2-21 Secretary of the Senate
