No. 879 1-2 (In the Senate - Filed May 6, 1993; May 7, 1993, read first 1-3 time and referred to Committee on Criminal Justice; May 25, 1993, 1-4 reported favorably by the following vote: Yeas 6, Nays 0; 1-5 May 25, 1993, sent to printer.) 1-6 COMMITTEE VOTE 1-7 Yea Nay PNV Absent 1-8 Whitmire x 1-9 Brown x 1-10 Nelson x 1-11 Sibley x 1-12 Sims x 1-13 Turner x 1-14 West x 1-15 SENATE RESOLUTION 1-16 WHEREAS, The numerous incidents of crime and violence at the 1-17 campuses of our state's primary and secondary schools is 1-18 threatening the health and safety of the schoolchildren in the 1-19 State of Texas; and 1-20 WHEREAS, More and more weapons are being confiscated on 1-21 school premises creating a nonconducive learning environment; and 1-22 WHEREAS, It is essential that the atmosphere of crime and 1-23 violence that surrounds our public schools be curbed in order to 1-24 create a more positive learning environment; and 1-25 WHEREAS, The State Board of Education and the Texas Juvenile 1-26 Probation Commission have urged increased attention to issues of 1-27 crime on and near our public school campuses; and 1-28 WHEREAS, The allocation of resources to combat campus crime 1-29 should be based on accurate data; and 1-30 WHEREAS, The Central Education Roundtable Committee 1-31 recommended collecting data on campus crime on a statewide basis to 1-32 provide much-needed information for future allocation of state 1-33 resources to combat campus crime; and 1-34 WHEREAS, There is currently a shortage of state revenue to 1-35 provide to school districts for new initiatives; now, therefore, be 1-36 it 1-37 RESOLVED, That the Senate of the State of Texas encourage law 1-38 enforcement officials to independently report to the Department of 1-39 Public Safety incidents of crime that occur on public school 1-40 campuses according to the department's uniform crime reporting 1-41 guidelines; and, be it further 1-42 RESOLVED, That the Senate of the State of Texas encourage the 1-43 Texas Department of Public Safety to determine underreported areas 1-44 of the state and conduct a random sampling of incidents of crime on 1-45 public school campuses in those areas; and, be it further 1-46 RESOLVED, That the Senate of the State of Texas, 73rd 1-47 Legislature, encourage the Central Education Agency, in accordance 1-48 with the Department of Public Safety uniform crime reporting 1-49 guidelines, to develop a statewide uniform crime reporting system 1-50 for use by school districts to uniformly report incident-based 1-51 campus crime. 1-52 * * * * * 1-53 Austin, 1-54 Texas 1-55 May 25, 1993 1-56 Hon.
