By: Barrientos S.R. No. 889 1-1 SENATE RESOLUTION 1-2 In Memory 1-3 of 1-4 Charles E. Simons 1-5 WHEREAS, The Senate of the State of Texas joins with the 1-6 family and many friends of Charles E. Simons in mourning the 1-7 death of this prominent citizen on December 25, 1992; and 1-8 WHEREAS, A renowned government and civic leader, Mr. Simons 1-9 worked to establish the Texas Farm-to-Market Road plan while he was 1-10 executive vice-president of the Texas Good Roads Association; he 1-11 was a member of the Texas Highway Commission from 1971 through 1978 1-12 and served as chairman in 1972 and 1973; and 1-13 WHEREAS, A vital member of his community, he tirelessly 1-14 promoted the establishment of a retirement system for state 1-15 employees and the dedication of motor fuel taxes to public schools 1-16 and highways; and 1-17 WHEREAS, From 1947 through 1971, Mr. Simons was executive 1-18 vice-president of Mid-Continent Oil and Gas Association, the 1-19 state's oldest and largest petroleum industry trade group; he 1-20 helped establish the Texas Research League which became a top 1-21 governmental issues research group; and 1-22 WHEREAS, This respected gentleman's varied and notable 1-23 achievements greatly contributed to the development and progress 2-1 of Austin and the entire State of Texas; and 2-2 WHEREAS, An active social and community leader, Mr. Simons's 2-3 affiliations were numerous: he was past president and distinguished 2-4 life member of the Texas Society of Association Executives, life 2-5 member of the Sheriffs' Association of Texas, honorary chief of 2-6 the Alabama-Coushatta Indians, a member of the national advisory 2-7 board of the American Security Council, past president of the North 2-8 Texas Chapter of the Public Relations Society of America, and a 2-9 member of the Sons of the American Revolution, Patrick Henry 2-10 Chapter; and 2-11 WHEREAS, Mr. Simons's wise counsel and good judgment will be 2-12 greatly missed and remembered with gratitude by those whose lives 2-13 he touched; and 2-14 WHEREAS, His endeavors on behalf of his fellow citizens 2-15 were legion; he was secretary of the state Democratic Executive 2-16 Committee from 1942 through 1944, a member of the Dallas County 2-17 Democratic Committee from 1947 through 1971, and a presidential 2-18 elector in 1960 and 1968; truly his was a life of service 2-19 dedicated to the people of Texas; now, therefore, be it 2-200 in memory of Charles E.
