No. 951 1-1 SENATE RESOLUTION 1-2 WHEREAS, It is with great pleasure that the Texas Senate 1-3 recognizes one of our unsung heroes, Mark Horner, who was recently 1-4 presented with the prestigious Texas Highway Patrol Association's 1-5 Medal of Valor; and 1-6 WHEREAS, A registered nurse, Mr. Horner saved the lives of 1-7 four people when he acted quickly after a crash occurred between a 1-8 compact car and a tanker truck that was filled with gasoline; and 1-9 WHEREAS, Mr. Horner witnessed the collision and the ensuing 1-10 fire; the 8,500 gallon tanker truck exploded, sending a wall of 1-11 fire 25 feet in the air; and 1-12 WHEREAS, Calmly and courageously, Mr. Horner raced to the 1-13 scene and rescued a mother and her two young children; he braved 1-14 the inferno to pull them out of their small car away from danger; 1-15 as soon as he freed the mother and children from their car, he 1-16 braved the flames again to treat the truck driver for shock; and 1-17 WHEREAS, Because of his selfless actions, Mr. Horner 1-18 became the first civilian to be awarded the Texas Highway Patrol 1-19 Association's Medal of Valor; usually this award is presented only 1-20 to state troopers who have risked their lives to save others; 1-21 Mark Horner's valiant actions have proven him a true hero; now, 1-22 therefore, be it 1-23 RESOLVED, That the Senate of the State of Texas, 2-1 73rd Legislature, hereby congratulate Mark Horner on being decorated 2-2 with the Texas Highway Patrol's highest award, the Medal of Valor; 2-3 and, be it further 2-4 RESOLVED, That a copy of this Resolution be prepared for him 2-5 as a memento of his brave actions and as an expression of high regard 2-6 from the Texas Senate. 2-7 _____________________________________ 2-8 President of the Senate 2-9 I hereby certify that the 2-10 above Resolution was adopted by 2-11 the Senate on May 17, 1993. 2-12 _____________________________________ 2-13 Secretary of the Senate 2-14 _____________________________________ 2-15 Member, Texas Senate
