    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, Norma S. Rodriguez, City Clerk for the
    1-3  City of San Antonio, will be sworn in as president of the
    1-4  International Institute of Municipal Clerks on May 27, 1993,
    1-5  in Orlando, Florida; and
    1-6        WHEREAS, Mrs. Rodriguez will have the distinction of being
    1-7  the first Hispanic to ever hold the office and the first Texan to
    1-8  head the organization since 1975; and
    1-9        WHEREAS, As president she will work with city clerks from
   1-10  throughout the world, enabling her to become familiar with the
   1-11  varied roles and services city clerks provide in their respective
   1-12  cities; and
   1-13        WHEREAS, Her presidency will bring international recognition
   1-14  to San Antonio and its citizens will benefit from the wealth of
   1-15  information she will acquire during her term of office; the city
   1-16  will also benefit financially from the many meetings that will be
   1-17  held in the city during her year-long term; and
   1-18        WHEREAS, As president of the nonprofit group which has over
   1-19  10,000 members, Mrs. Rodriguez will ably represent her city and
   1-20  state; she has earned the admiration and respect of those with
   1-21  whom she is associated; and
   1-22        WHEREAS, Highly qualified to hold the prestigious office,
   1-23  Mrs. Rodriguez has served on numerous International Institute of
    2-1  Municipal Clerks committees over the years; she has chaired the
    2-2  Municipal Clerk's Week Committee, the Public Relations Committee,
    2-3  and the Elections Administration Committee and was vice-chairman
    2-4  of the Professional Status Committee; and
    2-5        WHEREAS, Named city clerk of the Alamo City in 1979,
    2-6  Mrs. Rodriguez has been a member of the international association
    2-7  since 1975 and was elected second vice-president in 1991; and
    2-8        WHEREAS, The office of municipal clerk provides an important
    2-9  communication link between citizens, local government, and agencies
   2-10  of government at all levels; and
   2-11        WHEREAS, Active in the Texas Municipal Clerks Association
   2-12  and the local Alamo Area Chapter of City Clerks and Secretaries,
   2-13  Mrs. Rodriguez has served as president of both groups; she received
   2-14  the "Texas Municipal Clerk of the Year" Award in 1992, the most
   2-15  prestigious honor which can be bestowed by the Texas Municipal
   2-16  Clerks Association; now, therefore, be it
   2-17        RESOLVED, That the Senate of the State of Texas,
   2-18  73rd Legislature, hereby commend Norma S. Rodriguez for her
   2-19  many contributions to the office of City Clerk of San Antonio and
   2-20  extend best wishes to her as she assumes the office of president of
   2-21  the International Institute of Municipal Clerks for a most rewarding
   2-22  and successful year; and, be it further
   2-23        RESOLVED, That a copy of this Resolution be prepared for her
   2-24  as a memento of this notable occasion and as an expression of the
   2-25  high regard of the Texas Senate.
