    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The citizens of Kendall County will sorely miss
    1-3  the wisdom and expertise of County Judge Garland Perry who is
    1-4  leaving his position after seven years of superb service; and
    1-5        WHEREAS, After retiring from 20 years of service in the
    1-6  United States Army and Air Force as a hospital administrator,
    1-7  Judge Perry pursued a career as a hospital consultant and insurance
    1-8  and real estate salesman before being elected county judge in 1986;
    1-9  and
   1-10        WHEREAS, During his tenure as county judge, the first new
   1-11  bridges since the 1930s were built on three county roads; an
   1-12  after-school program for at-risk juvenile probationers was
   1-13  instituted which provided tutoring, counseling, and opportunities
   1-14  for community service; and
   1-15        WHEREAS, This outstanding civil servant established a
   1-16  summer activity program for young people from nine to 14 years of
   1-17  age which was successful and will be expanded this summer; and
   1-18        WHEREAS, An esteemed gentleman, Judge Perry oversaw the
   1-19  transfer of financial and administrative department records to
   1-20  computer; regulations, rules, and specifications for roads and
   1-21  subdivisions were written and have been used as a model by other
   1-22  counties; and
   1-23        WHEREAS, This proponent of progress presided over the
    2-1  completion of the 911 emergency call program, making the service
    2-2  available to everyone in Kendall County; and
    2-3        WHEREAS, Over the years, Judge Perry has garnered many
    2-4  awards:  in 1981, he won the Citizen of the Year award from the
    2-5  Greater Boerne Area Chamber of Commerce; in 1982, he won the
    2-6  San Antonio Conservation Society Special Book Award; and in 1984,
    2-7  he won the Historian Award from the Greater Boerne Area Chamber
    2-8  of Commerce; truly this gentleman has been an illustrious public
    2-9  servant, and his presence will be greatly missed; now, therefore,
   2-10  be it
   2-11        RESOLVED, That the Senate of the State of Texas,
   2-12  73rd Legislature, hereby commend and applaud the career of
   2-13  Judge Garland Perry and express its gratitude to him for his many
   2-14  years of devoted service to the people of Kendall County; and, be
   2-15  it further
   2-16        RESOLVED, That a copy of this Resolution be prepared for
   2-17  Judge Perry as an expression of the high regard of the Texas Senate.
