                                   SENATE RESOLUTION
    1-1        WHEREAS, The profession of branch pilot is essential to the
    1-2  marine commerce and prosperity of this state; and
    1-3        WHEREAS, Branch pilots are responsible for the public safety
    1-4  and health when engaged in their profession; and
    1-5        WHEREAS, The State of Texas has the duty to protect the
    1-6  safety and health of its citizens through proper oversight of
    1-7  professions where those interests are so affected; and
    1-8        WHEREAS, The selection process for licensure and appointment
    1-9  of branch pilots is a proper subject for study by the legislature;
   1-10  and
   1-11        WHEREAS, Out of approximately 1,200 branch pilots in the
   1-12  United States, approximately five are people of color; now,
   1-13  therefore, be it
   1-14        RESOLVED, That the lieutenant governor direct the Senate
   1-15  Committee on Nominations to conduct an interim study of the
   1-16  requirements and qualifications involved and the criteria used in
   1-17  the selection of branch pilots, the possible existence of nepotism,
   1-18  and the possibility of discrimination in the selection process for
   1-19  branch pilots; and, be it further
   1-20        RESOLVED, That the committee develop and recommend methods to
   1-21  remedy any inequities in the selection process to ensure the
   1-22  appointment of diverse well-qualified branch pilots; and, be it
   1-23  further
    2-1        RESOLVED, That the committee make a complete report of its
    2-2  findings and recommendations to the full Texas Senate when it
    2-3  convenes in January, 1995.
