1-1 SENATE RESOLUTION
1-2 WHEREAS, The Senate of the State of Texas is proud to
1-3 recognize New York State Senator David A. Paterson for assisting
1-4 in the activities at Freedman's Cemetery Memorial Day in Dallas on
1-5 May 31, 1993; and
1-6 WHEREAS, Senator Paterson is a renowned authority on
1-7 historical preservation; he has spearheaded efforts to save
1-8 Harlem's only public junior high school from demolition and
1-9 has expended considerable energy to save New York City's African
1-10 Ancestral Burial Ground from being obliterated during construction
1-11 on the site; and
1-12 WHEREAS, This noteworthy lawmaker is a graduate of
1-13 Columbia University and Hofstra Law School; he is married to
1-14 the former Michelle Renee Paige; and
1-15 WHEREAS, Senator Paterson was elected in 1985 to the state
1-16 legislature at the remarkably young age of 31; he is nationally
1-17 known for protecting the rights of New York's citizens; and
1-18 WHEREAS, Senator Paterson represents the 29th State Senatorial
1-19 District which includes the upper West Side, Harlem, and Washington
1-20 Heights; and
1-21 WHEREAS, Because his constituency is so ethnically diverse,
1-22 he is vitally interested in the wider applications of the rights
1-23 of minorities; and
2-1 WHEREAS, During his first term of office, Senator Paterson
2-2 proposed the first bias-related crime bill that created increased
2-3 penalties for criminals who victimized individuals on the basis
2-4 of race, ethnicity, or sexual orientation; and
2-5 WHEREAS, Senator Paterson's bill has become a blueprint
2-6 for governmental efforts to combat bias crimes and includes
2-7 appointments by the governor of special prosecutors to oversee
2-8 criminal investigations; and
2-9 WHEREAS, The ranking Democrat on the Consumer Protection
2-10 Committee of the Senate of New York, Senator Paterson has been
2-11 honored for his work in protecting the rights of consumers; he
2-12 has supported new laws to strengthen the state's "lemon law" for
2-13 defective motor vehicles, to reduce opportunities for credit card
2-14 fraud, and to protect consumers against scams by travel service
2-15 promoters; and
2-16 WHEREAS, This outstanding legislator has set the standards
2-17 for empowering consumers with the ability to make informed decisions
2-18 about services sold by insurance companies; and
2-19 WHEREAS, Senator Paterson has been in public service most
2-20 of his adult life; his contributions to the welfare and progress
2-21 of his constituents are legendary and he has earned many honors
2-22 and awards including his selection in 1989 as Senator of the Year
2-23 by the New York Chapter of the National Organization for Women and
2-24 his selection as Most Outstanding Legislator by the Coalition of
2-25 Black Trade Unionists; and
3-1 WHEREAS, His civic activities include being a member of the
3-2 board of directors of the Harlem Urban Development Corporation, the
3-3 Mil-Gar Home Care Services Program, and the Mid-Manhattan Branch of
3-4 the National Association for the Advancement of Colored People; and
3-5 WHEREAS, Known for his diligence and ability, this noted state
3-6 senator has earned the respect and friendship of all those he has so
3-7 conscientiously served; and
3-8 WHEREAS, The Manhattan lawmaker is welcomed by the
3-9 Senate of Texas; his visit to our great state brings us great
3-10 honor; now, therefore, be it
3-11 RESOLVED, That the Senate of the State of Texas,
3-12 73rd Legislature, hereby congratulate Senator David A. Paterson
3-13 and declare him an Honorary Texan with all attendant rights and
3-14 privileges thereof; and, be it further
3-15 RESOLVED, That a copy of this Resolution be prepared
3-16 for Senator Paterson as an expression of high regard from the
3-17 Texas Senate.
