    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, It is a distinct honor and great pleasure
    1-3  for the Texas Senate to extend hearty congratulations to
    1-4  Senator Ralph W. Yarborough on the momentous occasion of his
    1-5  90th birthday; and
    1-6        WHEREAS, The esteemed Texan has endeared himself to the
    1-7  people of Texas through his unfailing commitment to their welfare
    1-8  throughout his long and illustrious public career; and
    1-9        WHEREAS, Born in Chandler in Henderson County on
   1-10  June 8, 1903, to Charles Richard and Nannie Jane Yarborough,
   1-11  Ralph Webster Yarborough was the seventh child in a family of 11
   1-12  siblings; and
   1-13        WHEREAS, His parents instilled in their children a love
   1-14  for Texas and its history, and he inherited from his father and
   1-15  grandfather his commitment to public service; and
   1-16        WHEREAS, He graduated valedictorian from Chandler High School
   1-17  and attended the United States Military Academy for one year before
   1-18  attending Sam Houston State University; in 1927 he graduated with
   1-19  highest honors from The University of Texas School of Law at Austin;
   1-20  and
   1-21        WHEREAS, In 1928 Senator Yarborough married his childhood
   1-22  sweetheart, Opal Warren, and they became the parents of one son,
   1-23  Richard Warren Yarborough; and
    2-1        WHEREAS, His political career began at age 28 when
    2-2  he became Assistant Attorney General of Texas for four years
    2-3  under Governor James V. Allred; during his term in office he wrote
    2-4  the opinion claiming for the Permanent School Fund of Texas an
    2-5  interest in all bonuses paid for oil and gas leases on state school
    2-6  land which has resulted in $2.2 billion to the fund; he also wrote
    2-7  another opinion that has added over $450 million to the Permanent
    2-8  University Fund; and
    2-9        WHEREAS, During his distinguished career representing Texas
   2-10  as a United States Senator from 1958 to 1971, he authored
   2-11  more education legislation as a member of the Senate Education
   2-12  subcommittee than any other Texas senator in history, including
   2-13  the Cold War GI Bill and the first ever Bilingual Education Act; and
   2-14        WHEREAS, His dedication to health education resulted in the
   2-15  War on Cancer Act, one of the many acts he authored during his 13
   2-16  years on the Senate Health subcommittee; and
   2-17        WHEREAS, His priceless gifts to Texans were the bills
   2-18  he authored to protect our natural areas; during his term in the
   2-19  Senate he authored more bills for national parks in the state than
   2-20  all other senators combined, including Padre Island National
   2-21  Seashore Park, the Guadalupe Mountains National Park, and the
   2-22  Big Thicket National Park; and
   2-23        WHEREAS, Senator Ralph Yarborough is the first man to ever
   2-24  receive the Humanitarian Award from the National Federation of
   2-25  Democratic Women in its 20-year history; and
    3-1        WHEREAS, A recipent of numerous honors that reflect
    3-2  his lifetime commitment to the people of Texas and the nation,
    3-3  the respected gentleman was named a Distinguished Alumnus of
    3-4  Sam Houston State University in 1986 and The University of Texas
    3-5  in 1990; and
    3-6        WHEREAS, The citizens of the Lone Star State are fortunate
    3-7  to have benefitted from the accomplishments of this remarkable man
    3-8  who has served his state and his country so well; now, therefore,
    3-9  be it
   3-10        RESOLVED, That the Senate of the State of Texas,
   3-11  73rd Legislature, hereby express its gratitude to
   3-12  Senator Ralph Webster Yarborough as he celebrates his 90th
   3-13  birthday on June 8, 1993, and extend warmest wishes to him for a
   3-14  most enjoyable day; and, be it further
   3-15        RESOLVED, That a copy of this Resolution be prepared for
   3-16  Senator Yarborough as an expression of the high regard of the
   3-17  Texas Senate.
