By: Lucio S.R. No. 1121 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas takes pride 1-3 in recognizing Cameron County Clerk Joe G. Rivera who has been 1-4 selected for special acclaim on Mary Yturria Day, July 4, 1993; and 1-5 WHEREAS, Named in honor of one of the Rio Grande Valley's 1-6 most generous benefactors, Mary Yturria Day provides an opportunity 1-7 to pay tribute to those citizens who have made outstanding 1-8 contributions to their community; and 1-9 WHEREAS, Joe Rivera is serving his fourth four-year term as 1-10 Cameron County Clerk, having first been elected to the position in 1-11 1974; he has had an outstanding career as the county clerk and is 1-12 beloved by Cameron County residents; and 1-13 WHEREAS, Mr. Rivera was presented the Vocational Service 1-14 Award for 1992 by the Brownsville Rotary Club of Brownsville, Texas; 1-15 the award honors individuals for their notable contributions and 1-16 achievements in their profession and their outstanding community 1-17 involvement; and 1-18 WHEREAS, Throughout his years as clerk, Mr. Rivera has 1-19 participated in and conducted numerous professional training 1-20 seminars and has served as president of the County and District 1-21 Clerk's Association of Texas and as Legislative Chairperson; and 1-22 WHEREAS, Innovative and hardworking, Joe Rivera is well 1-23 known as a man who enthusiastically seeks methods to improve the 2-1 status quo; in following this philosophy, Mr. Rivera upgraded the 2-2 Official Recording Department in the County Clerk's Office by 2-3 acquiring an Optical Imaging System to facilitate the search and 2-4 retrieval of official documents, such as deeds of trust or liens; 2-5 and 2-6 WHEREAS, Other improvements under Mr. Rivera's leadership 2-7 include the installation of a remote "on-line" modem with the 2-8 State of Texas for the retrieval of birth certificates from 2-9 throughout the state, as well as for their issuance; and 2-10 WHEREAS, Mr. Rivera has represented the County and District 2-11 Clerks of Texas and has appeared before the state legislature on 2-12 numerous occasions, lobbying for laws affecting the modernization 2-13 of county clerks offices in Texas; and 2-14 WHEREAS, An outstanding volunteer and leader in 2-15 his community, Mr. Rivera received the Volunteer of the 2-16 Year Award in 1990 and 1992 for his fundraising efforts on 2-17 behalf of United Way; he is currently serving as the 1993-1994 2-18 president of the United Way Board; and 2-19 WHEREAS, He has been a member of the Brownsville Jaycees, 2-20 the Optimist Club, Mr. Amigo Association, and Knights of Columbus; 2-21 he was named Jaycee of the Year on three separate occasions; and 2-22 WHEREAS, Joe Rivera is an exemplary gentleman who is a 2-23 source of strength to many, and his worthy accomplishments have 2-24 reflected his dedication and commitment to his fellowman; now, 2-25 therefore, be it 3-1 RESOLVED, That the Senate of the State of Texas, 3-2 73rd Legislature, hereby commend Joe Rivera for his exceptional 3-3 contributions to his profession and to his community and extend 3-4 congratulations to him for his selection as honoree of the seventh 3-5 annual Mary Yturria July 4th celebration; and, be it further 3-6 RESOLVED, That a copy of this Resolution be prepared for him 3-7 as an expression of high regard from the Texas Senate. 3-8 _____________________________________ 3-9 President of the Senate 3-10 I hereby certify that the 3-11 above Resolution was adopted by 3-12 the Senate on May 28, 1993. 3-13 _____________________________________ 3-14 Secretary of the Senate 3-15 _____________________________________ 3-16 Member, Texas Senate
