By: Patterson S.R. No. 1184 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is proud to 1-3 recognize E. Douglas McLeod, for earning a Master of Laws degree 1-4 in International Economic Law in May, 1993; and 1-5 WHEREAS, He attended public schools and graduated from 1-6 Ball High School, then received his bachelor's degree from 1-7 North Texas State University; and 1-8 WHEREAS, After serving his country honorably in the 1-9 United States Marine Corps, Mr. McLeod taught in the public 1-10 school system; and 1-11 WHEREAS, Presently employed as Director of Development of 1-12 The Moody Foundation, he has extensive experience in banking and 1-13 real estate development; and 1-14 WHEREAS, He served as an elected public official from 1-15 1969 through 1983, first as a member and president of the 1-16 Galveston Independent School District; next he became a city 1-17 councilman and mayor pro tempore, and eventually he was a 1-18 three-term state legislator for Galveston County; and 1-19 WHEREAS, First and foremost a family man, 1-20 Douglas McLeod married Joan Williams and he has six children 1-21 and two stepchildren; for fun, he participates in competitive 1-22 track, swimming, and physical fitness events; and 1-23 WHEREAS, He is a member of the boards of 11 Moody 2-1 corporations, and as Director of Development for The Moody 2-2 Foundation, he is chairman of the Moody Gardens and recently 2-3 completed the development of the 10-story glass rainforest pyramid 2-4 and 3-D IMAX theater; and 2-5 WHEREAS, Extremely active in civic affairs, he 2-6 has served his community as chairman of the Salvation 2-7 Army Board and as a member of the boards of the Arthritis 2-8 Foundation, the Ronald McDonald House, the Downtown Revitalization 2-9 Committee, Incorporated, the Trolley Policy Committee, and the 2-10 City of Galveston Sesquicentennial Commission; and 2-11 WHEREAS, When he reached the age of 45, Mr. McLeod 2-12 decided to obtain a law degree; he commuted to law school for 2-13 four years; activities he participated in during law school 2-14 included serving as president of the South Texas College of Law 2-15 chapter of honors fraternity Phi Delta Phi; a member of the student 2-16 division of the American Bar Association, the American Judicature 2-17 Society, and the Executive Council of the Student Bar Association, 2-18 he was named to the Dean's Honor List; recipient of the Joe M. Green 2-19 Graduate Award and the American Jurisprudence Award in Business 2-20 Reorganization Law, he was a member of the Environmental Law Society 2-21 and the South Texas College 1990 Board of Visitors; and 2-22 WHEREAS, Douglas McLeod passed the State Bar exam and was 2-23 admitted to practice law in November, 1990; his primary interest 2-24 is in international economics; in 1991 he was accepted into the 2-25 Master of Laws Program at the University of Houston Law Center; 3-1 now, therefore, be it 3-2 RESOLVED, That the Senate of the State of Texas, 3-3 73rd Legislature, hereby congratulate E.
