BILL ANALYSIS H.B. 29 By: Goolsby (Leedom) Finance 05-19-95 Senate Committee Report (Unamended) BACKGROUND The Texas Education Code does not provide tuition-free higher education for senior citizens. Senior Citizens are defined as persons 65 years of age or older. PURPOSE As proposed, H.B. 29 authorizes an institution of higher education to allow senior citizens to enroll for credit in up to six hours of courses offered by the institution each semester or summer term, tuition free. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 54.210, Education Code, by adding Subsection (c), to authorize the governing board of an institution of higher education to allow a senior citizen to enroll for credit in up to six hours of courses offered by the institution each semester or summer term without payment of tuition if space is available. SECTION 2. Provides that this Act applies beginning with the 1995 fall semester. SECTION 3. Emergency clause. Effective date: upon passage.
