BACKGROUND

The Palacios Marine Education Center is the only marine-oriented
institution in the state to effectively incorporate pre-kindergarten through grade 12 public education, higher education,
and informal education programs in a comprehensive and coordinated
manner at one public campus.

PURPOSE

As proposed, H.B. 334 provides that the marine education center in
Palacios, Matagorda County, is the state's official marine
education center.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 21Z, Education Code, by adding Section
21.940, as follows:

     Sec. 21.940.  OFFICIAL MARINE EDUCATION CENTER.  Provides that
     the marine education center in Palacios, Matagorda County, is
     the state's official marine education center.
     
     SECTION 2.     Provides that this Act applies beginning with the 1995-1996 school year.

SECTION 3. Emergency clause.
           Effective date: upon passage.
