H.B. 432

Committee Report (Unamended)

BACKGROUND
In 1981, the legislature enacted HB 1311, establishing the La Porte
Area Water Authority. The bill set Board representation at five
members, one of which was to represent the unincorporated area
within the new water authority's boundaries.
  Due to subsequent annexations, there is now no unincorporated
land within the boundaries of the La Porte Area Water Authority;
therefore, one position on the board remains vacant. That vacancy
creates an even-numbered board membership.

PURPOSE
To eliminate the "unincorporated area representation" of the La
Porte Area Water Authority.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency, or institution.
