PURPOSE

H.B. 664 would allow voters of a municipality with a population of
more than 1.5 million to vote in a referendum to express their
opinion on whether their municipality should create a sports
facility district.


RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency or institution.


SECTION BY SECTION ANALYSIS

SECTION 1 - Gives voters an opportunity to vote on a referendum
November 7, 1995, on whether a municipality of more than 1.5
million should create a sports facility district.

SECTION 2 - Requires the ballot to be printed using specific
language to permit voting for or against the proposition
recommending a certain municipality create a sports facility
district.

SECTION 3 - Requires the form of the ballot to be printed with
explicit instructions.

SECTION 4 - Sets forth the manner in which an election on a
proposition shall be conducted.

SECTION 5 - Emergency clause.
 

SUMMARY OF COMMITTEE ACTION

HB 664 was considered in a public hearing on April 20, 1995.  The
following people testified in favor of the bill: Rep. Wilson.  The
bill was reported favorably without amendment, with the
recommendation that it do pass and be printed and be sent to the
Committee on Local and Consent Calendars, by a record vote of 8
ayes, 0 nays, 0 pnv, and 1 absent.
