BILL ANALYSIS H.B. 720 By: Bosse 04-24-95 Committee Report (Unamended) BACKGROUND Many public restrooms for women have diaper changing stations, but it is far less common to find these stations in public restrooms for men. PURPOSE To require facilities that provide diaper changing stations in restrooms for one gender to also provide them in restrooms for the other gender. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter D, Chapter 341 of the Health and Safety Code by adding Section 341.069 requiring facilities that provide diaper changing stations in restrooms for one gender to also provide them in restrooms for the other gender. Defines "facility" and "restrooms." SECTION 2. Effective date: September 1, 1995. SECTION 3. Emergency clause. SUMMARY OF COMMITTEE ACTION Pursuant to public notice posted on February 15, 1995, the Committee on State Affairs convened in a public hearing on February 20, 1995 to consider HB 720. The Chair laid out HB 720 and recognized Rep. Bosse to explain the bill. The following person testified for the bill: Dennis W. Ruffner representing himself. The Chair recognized Rep. Bosse to close. The Chair left HB 720 pending. In a public hearing on April 5, 1995, the Chair laid out HB 720. HB 720 was reported favorably without amendment with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars which prevailed by a record vote of 15 ayes, 0 nays, 0 pnv, 0 absent.
