BACKGROUND

The current definition of "bank" in the Local Government Code, Sec.
117.001 includes a banking corporation or association, or an
individual banker, but does not include a state or federal savings
and loan association or savings bank.

PURPOSE

The purpose of H.B. 841 is to include under the definition of
"bank" in the local government code, a state or federal savings and
loan association or savings bank.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

     SECTION 1.     Amends Section 117.001, Local Government Code,
to include in the definition of bank, a state or federal savings
and loan association or savings bank.

     SECTION 2.     EFFECTIVE DATE: SEPTEMBER 1, 1995.

     SECTION 3.     EMERGENCY CLAUSE.
