BACKGROUND

The current definition of "bank" in Section 117.001, Local
Government Code, includes a banking corporation, association, or an
individual banker, but does not include a state or federal savings
and loan association or savings bank.

PURPOSE

As proposed, H.B. 841 amends the definition of "bank" in Section
117.001, Local Government Code, to include a state or federal
savings and loan association or savings bank.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 117.001, Local Government Code, as
follows:

     Sec. 117.001.  DEFINITION.  Redefines "bank" to include a
     state or federal savings and loan association or savings bank,
     among other entities.
     
SECTION 2. Effective date: September 1, 1995.

SECTION 3. Emergency clause.
