BILL ANALYSIS H.B. 895 By: Raymond April 24, 1995 Committee Report (Unamended) BACKGROUND The San Antonio Missions National Historic Park is a compilation of missions, ranches, and farms. Rancho de las Cabras, approximately 25 miles southeast of San Antonio, near Floresville, was the Mission Espada rancho. Parts of the walls of the original fortified compound and of the interior buildings still stand. In 1993, the Legislature passed HB 866 which transferred the ranch's title to the National Parks Service for the preservation of the mission. U.S. Justice Department attorneys ruled that the bill conflicted with federal standards and recommended that it be amended. PURPOSE HB 895 repeals Section 1(b), Chapter 427, Acts of the 73rd Legislature, Regular Session, 1993, so that the existing law will be compatible with federal law. HB 895 will allow the title of Rancho de las Cabras to be transferred to the National Park Service. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. The bill was reported favorably without amendment, with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars, by a record vote of 8 ayes, 0 nays, 0 pnv, 1 absent.
