BILL ANALYSIS H.B. 895 By: Raymond (Zaffirini) Natural Resources 05-19-95 Senate Committee Report (Unamended) BACKGROUND In 1993, the legislature passed H.B. 866, which transferred the title to Rancho de las Cabras to the National Parks Service for the preservation of the mission. The U.S. Justice Department ruled that the bill conflicted with federal standards and recommended that it be amended. PURPOSE As proposed, H.B. 895 deletes provisions relating to the conveyance by the Parks and Wildlife Department of the state's interest in real property to the federal government for administration by the National Park Service as a national park. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 1(b), Chapter 427, Acts of the 73rd Legislature, Regular Session, 1993 (Relating to the conveyance by the Parks and Wildlife Department of the state's interest in real property to the federal government for administration by the National Park Service as a national park). SECTION 2. Emergency clause. Effective date: upon passage.
