BACKGROUND

Current law requires the county commissioners court to authorize a
construction change order exceeding $15,000.00.

PURPOSE

This bill increases the amount allowed for a construction change
order without county commissioner authorization from $15,000.00 to
$25,000.00.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1 - Section 262.031(b), Local Government Code, is amended
as follows:

     Sec. 262.031(b).  Changes the amount that a designated
     employee with general authority granted by the commissioners
     court, can approve a construction change order.  The amount is
     increased from $15,000.00 or less to $25,000.00 or less. 

SECTION 2 - Effective date.

SECTION 3 - Emergency clause.


EXPLANATION OF AMENDMENTS

Committee amendment #1 allows the commissioners court to review a change order made pursuant
to this section.

Committee considered one amendment. The amendment was adopted without objection. HB 939 was
reported favorably as amended with the recommendation that it do pass and be printed, by the record
vote of 7 ayes, 0 nays, 0 pnv, 2 absent.
