BILL ANALYSIS H.B. 939 By: Giddings 4-26-95 Committee Report (Amended) BACKGROUND Current law requires the county commissioners court to authorize a construction change order exceeding $15,000.00. PURPOSE This bill increases the amount allowed for a construction change order without county commissioner authorization from $15,000.00 to $25,000.00. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1 - Section 262.031(b), Local Government Code, is amended as follows: Sec. 262.031(b). Changes the amount that a designated employee with general authority granted by the commissioners court, can approve a construction change order. The amount is increased from $15,000.00 or less to $25,000.00 or less. SECTION 2 - Effective date. SECTION 3 - Emergency clause. EXPLANATION OF AMENDMENTS Committee amendment #1 allows the commissioners court to review a change order made pursuant to this section.
