BILL ANALYSIS H.B. 1330 By: Munoz (Barrientos) State Affairs 05-25-95 Senate Committee Report (Unamended) BACKGROUND Section 571.066 of the Government Code requires the Texas Ethics Commission to implement an electronic data base composed of statements and reports filed with the commission. The data based is designed to provide a way for the public to access the information of the commission. The commission must ensure that entries entered in multiple reports may be electronically cross-referenced by the user. In return, the commission is required to charge a fee for use of the data base. PURPOSE As proposed, H.B. 1330 prohibits the Texas Ethics Commission from requiring a statement or report to be filed electronically with the commission. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 571.066, Government Code, by adding Subsection (c), to prohibit the Texas Ethics Commission from requiring a statement or report to be filed electronically with the commission. SECTION 2. Emergency clause. Effective date: upon passage.
