BILL ANALYSIS By: Price March 30, 1995 Committee Report (Unamended) BACKGROUND There is one precinct in District 22, precinct 61A, which is part of the City of Groves. Currently this precinct is the only precinct which is in both District 22 and the City of Groves, while the remainder of the City of Groves is in District 21. Additionally, precincts 64 and 85 are currently included in District 21, contrary to traditional neighboring patterns. PURPOSE The purpose of this bill is to logically align the mentioned precincts by swapping precinct 61A in District 22 with precincts 64 and 85 in District 21. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS Section 1. Revises Sections 21 and 22, Article II, Chapter 2, Acts of the 72nd Legislature, 3rd Called Session, 1992, to accommodate the above described changes in precincts. Section 2. Revises Section 1, Article III, Chapter 2, Acts of the 72nd Legislature, 3rd Called Session, to define "block group" as all blocks in a tract or BNA that have the same first digit. Section 3. Makes this bill applicable beginning with the general election in 1996 for members of the 75th Legislature. Section 4. Emergency Clause. SUMMARY OF COMMITTEE ACTION Pursuant to a public notice posted March 23, 1995, the House Committee on Redistricting met in a public hearing on March 28, 1995. Representative Price explained the bill. The bill was reported favorably without amendment, with the recommendation that it do pass and be printed, by a record vote of 7 ayes, 0 nays, 0 present not voting, and 4 absent.
