BACKGROUND

Currently, ballots for the election of members to the board of
directors of the Van Zandt County Waste Disposal District are
printed 45 days prior to the election, but a prospective candidate
has until the 30th day prior to the election to file a petition to
have his or her name placed on the ballot.

PURPOSE

As proposed, H.B. 1381 requires a person who wants his or her name
printed on the ballot as a candidate for director in an election
for the board of directors of the Van Zandt County Waste Disposal
District to file a petition with the district secretary before the
60th day preceding the election.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 3.04(b), Chapter 1256, Acts of the 71st
Legislature, Regular Session, 1989, to require a person who wants
his or her name printed on the ballot as a candidate for director
in an election for the board of directors of the Van Zandt County
Waste Disposal District to file a petition with the district
secretary before the 60th day, rather than 30th day, preceding the
election.

SECTION 2. Emergency clause.
           Effective date: upon passage.
