BILL ANALYSIS H.B. 1381 By: Glaze (Cain) Natural Resources 05-11-95 Senate Committee Report (Unamended) BACKGROUND Currently, ballots for the election of members to the board of directors of the Van Zandt County Waste Disposal District are printed 45 days prior to the election, but a prospective candidate has until the 30th day prior to the election to file a petition to have his or her name placed on the ballot. PURPOSE As proposed, H.B. 1381 requires a person who wants his or her name printed on the ballot as a candidate for director in an election for the board of directors of the Van Zandt County Waste Disposal District to file a petition with the district secretary before the 60th day preceding the election. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 3.04(b), Chapter 1256, Acts of the 71st Legislature, Regular Session, 1989, to require a person who wants his or her name printed on the ballot as a candidate for director in an election for the board of directors of the Van Zandt County Waste Disposal District to file a petition with the district secretary before the 60th day, rather than 30th day, preceding the election. SECTION 2. Emergency clause. Effective date: upon passage.
