BILL ANALYSIS H.B. 1384 By: Saunders (Armbrister) Natural Resources 05-19-95 Senate Committee Report (Unamended) BACKGROUND Currently, state law allows for the sale of channel and blue catfish taken by legal methods from public freshwater in 36 counties. These two catfish are the only listed game fish or game animal that can be taken from public water or lands and commercially sold. PURPOSE As proposed, H.B. 1384 authorizes the purchase and sale of channel and blue catfish more than 14 inches in length taken from the Colorado River in Bastrop, Colorado, Fayette, Matagorda, or Wharton County. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 66.111(b), Parks and Wildlife Code, to provide that this section does not apply to, among other fish, channel catfish or blue catfish of more than 14 inches in length taken from the public fresh water of the Colorado River in Bastrop, Colorado, Fayette, Matagorda, or Wharton County. SECTION 2. Effective date: September 1, 1995. SECTION 3. Emergency clause.
