BILL ANALYSIS H.B. 1457 By: Hudson April 27, 1995 Committee Report (Unamended) BACKGROUND The National Fair Housing Law of 1968 prohibits discrimination in housing and declares it a national policy to provide, within constitutional limits, for fair housing in the United States. Fair housing is not only national law and national policy but a fundamental human concept and entitlement for all Americans. PURPOSE This bill will provide the means to assure housing regulations are pursued. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter E, Chapter 2306, Government Code by adding Section 2306.101 as follows: (a) Establishes system for review of fair housing laws. (b) Establishes system for department to report findings. SECTION 2. Emergency clause. Effective date upon passage.
