BACKGROUND

The National Fair Housing Law of 1968 prohibits discrimination in
housing and declares
it a national policy to provide, within constitutional limits, for
fair housing in the
United States.  Fair housing is not only national law and national
policy but a fundamental
human concept and entitlement for all Americans.


PURPOSE

This bill will provide the means to assure housing regulations are
pursued.


RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency or institution.


SECTION BY SECTION ANALYSIS

SECTION 1. Amends Subchapter E, Chapter 2306, Government Code by
           adding Section 2306.101 as follows:

           (a) Establishes system for review of fair housing laws.

           (b) Establishes system for department to report
findings.

SECTION 2. Emergency clause.  Effective date upon passage.



SUMMARY OF COMMITTEE ACTION

HB 1457 was considered by the committee in a public hearing on
April 24, 1995.  The following people testified in favor of the

Community Affairs.  The bill was reported favorably without
amendment, with the recommendation that it do pass and be printed,
by a record vote of 6 ayes, 2 nays, 0 pnv, and 1 absent.
