BILL ANALYSIS H.B. 1510 By: Duncan 03-26-95 Committee Report (Unamended) BACKGROUND The Texas Tech University Center (UC) is an on-campus facility used by students as a place to gather between classes. While many students use the UC as a place to study, it also houses a movie theater, cafeteria and ballroom. In addition, the student Senate offices are located in the UC. The maintenance, operation and improvement of the UC is funded through a student fee which is legislatively capped at $20. In 1981, this cap was established and has been fully utilized. A number of improvements and updates have been overlooked because of unavailable funds. PURPOSE H.B. 1510 would increase the Texas Tech University Center student fee cap from $20 to $50 for each regular semester and from $10 to $25 for each summer session. A fee increase greater than 10 percent from one year to the next would have to be approved by the student body or student government. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 54 E, Education Code, Section 54.524 (a) to read as follows: Sec. 54.524. STUDENT FEES FOR UNIVERSITY CENTER: TEXAS TECH UNIVERSITY. Allows for an increase in the Texas Tech University Center student fee cap from $20 to $50 for each regular semester and from $10 to $25 for each summer session. Any UC fee increase greater than 10 percent from one academic year to the next must be approved by a majority vote of either the student body or student government. SECTION 2. Effective date: Fall 1995. SECTION 3. Emergency clause. SUMMARY OF COMMITTEE ACTION H.B. 1510 was considered by the committee in a public hearing on April 4, 1995.
