BILL ANALYSIS H.B. 1527 By: Uher (Harris) Administration 4- 5-95 Senate Committee Report (Unamended) BACKGROUND For many years speaker's day has been an occasion to honor former members of the House of Representatives for their service to the state. PURPOSE H.B. 1527 changes the name of the speaker's day ceremony and limits the amount each contributor may contribute. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 303.001(2), Government Code, to define "Speaker's reunion day ceremony," rather than "speaker's day ceremony," as a ceremony held to honor former members of the house of representatives. SECTION 2. Amends Section 303.002(a), Government Code, to make conforming changes. SECTION 3. Amends Section 303.003, Government Code, as follows: Sec. 303.003. CONTRIBUTIONS. (a)-(b) Make conforming changes. (c) Prohibits contributions from a contributor to the speaker's reunion day ceremony from exceeding an aggregate of $100 cash or aggregate value more than $100. SECTION 4. Amends Section 303.004, Government Code, to make conforming changes. SECTION 5. Amends Section 303.005(a), Government Code, to make conforming changes. SECTION 6. Emergency clause. Effective date: upon passage.
