BACKGROUND

Survivors of the attack on Pearl Harbor on December 7, 1941 wish to
designate the stretch of Highway 290 that runs from Johnson City,
through Fredericksburg (the hometown of Admiral Nimitz, the
commander of the Pacific fleet) to Interstate Highway 10, as the
Pearl Harbor Memorial Highway.

By memorializing this portion of Highway 290, survivors of Pearl
Harbor hope to remind those traveling through this area of the
historical importance of the attack on Pearl Harbor and the price
of defending our freedoms.

PURPOSE

To designate Highway 290 between Johnson City, and its intersection
with Interstate Highway 10 as the Pearl Harbor Memorial Highway.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency, or institution.

SECTION BY SECTION ANALYSIS

SECTION 1: designates that Highway 290, between Johnson City, and
the its intersection with Interstate Highway 10, as the Pearl
Harbor Memorial Highway.

SECTION 2: (a) The Department of Transportation shall design and
construct marker to placed along U.S. Highway 290.
(b) the markers shall include the highway number, and other
information deemed appropriate by the department.
(c) markers will be erected at each end, and throughout the highway
(d) the department is responsible for repair and maintenance of
markers.
(e) the department may accept funds from outside sources to
implement the provisions of this act.

SECTION 3: Emergency clause and Effective Date as upon passage.


SUMMARY OF COMMITTEE ACTION

Pursuant to a public notice posted on March 23, 1995, at 7:36 p.m.,
the House Committee on Transportation met in a public hearing on
Wednesday, March 29, 1995 at 2:00 p.m. in Room E1.014 of the
Capitol Extension and was called to order at 2:10 p.m. by the
Chair, Representative Clyde Alexander.  The Chair laid out H.B.
1544 and recognized Representative Hilderbran to explain H.B. 1544. 
The Chair recognized the following person who testified in support
of H.B. 1544.  Albert Block, Chairman, Texas State Pearl Harbor
Survivors Association.  There were no witnesses testifying in
opposition to H.B. 1544.  The Chair left H.B. 1544 pending before
the Committee.  Pursuant to a public notice posted on March 30,
1995 at 6:02 p.m., the House Committee on Transportation met in a
public hearing on Wednesday, April 5, 1995 at 2:00 p.m. or upon
adjournment, in room E1.014 of the Capitol Extension and was called
to order at 6:30 p.m. by the Chair, Representative Clyde Alexander
after the House recessed.  The Chair laid out H.B. 1544 by
Hilderbran, which was pending before the Committee.  Representative
Siebert moved that the Committee report H.B. 1544, without
amendments, to the full House with the recommendation that it do
pass.  The motion prevailed by the following vote: Ayes (7), Nayes
(0), Absent (2), Present not voting (0).
