BILL ANALYSIS H.B. 1544 By: Hilderbran (Wentworth) State Affairs 5-16-95 Senate Committee Report (Unamended) BACKGROUND Survivors of the attack on Pearl Harbor on December 7, 1941, wish to designate a stretch of highway that runs through Fredericksburg, the hometown of Admiral Nimitz, the commander of the Pacific fleet, as a memorial highway. PURPOSE As proposed, H.B. 1544 designates U.S. Highway 290 between Johnson City and its intersection with Interstate Highway 10 as the Pearl Harbor Memorial Highway. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Designates U.S. Highway 290 between Johnson City and its intersection with Interstate Highway 10 between Mountain Home and Segovia as the Pearl Harbor Memorial Highway. SECTION 2. (a) Requires the Texas Department of Transportation (department) to design and construct markers to be placed along U.S. Highway 290 indicating its designation as the Pearl Harbor Memorial Highway. (b) Requires the markers to include the highway number and any other information that the department determines is appropriate. (c) Requires markers to be erected at the end of each highway and at intermediate sites that the department determines are appropriate. (d) Provides that the department is responsible for repair and replacement of the markers and maintenance of the grounds surrounding each marker. (e) Authorizes the department to accept grants to assist in financing the construction and maintenance of the markers. SECTION 3. Emergency clause. Effective date: upon passage.
