BACKGROUND

Current law does not direct the attorney general to collect
information about bonds issued by municipal corporations and other
political subdivisions as is requested by the Bond Review Board.

PURPOSE

As proposed, H.B. 1564 directs the attorney general to collect
information about bonds issued by political subdivisions of this
state.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 3.002, Article 717k-8, V.T.C.S., by
adding Subsection (h), to provide that the attorney general has the
express authority to collect, in the form required by the bond
review board, information on bonds issued by a municipal
corporation or other political subdivision of this state in the
review of bonds under this article.  Requires the information to
include the terms of the bonds and the debt service payable on the
bonds and other information required for this purpose by the bond
review board (board).  Requires the attorney general to send the
information to the board for inclusion in the board's report of
debt statistics under Article 717k-7, V.T.C.S..

SECTION 2. Amends Section 7A(c), Article 717k-7, V.T.C.S., to
require state agencies, the attorney general, and local governments
to provide the board with all information reasonably believed by
the board to be necessary to prepare the board's report to the
legislature.

SECTION 3. Effective date:  September 1, 1995.
           Makes application of this Act prospective.

SECTION 4. Emergency clause.
