BILL ANALYSIS H.B. 1600 By: Serna 3-13-95 Committee Report (Unamended) BACKGROUND Currently the El Paso County Lower Valley Water District Authority is the name of the conservation and reclamation district that was established by the 69th Legislature (R), 1985. After its creation it was noted by the Board of Directors of the Authority that the name under which the Authority was created is too long and cumbersome and as a consequence is rarely used in its entirety in news reports, or by the general public in referring to it. The name has caused confusion regarding its relationship to the County of El Paso and caused it to be confused with other districts and authorities in El Paso County. PURPOSE The name change would make the Authority a more marketable and easily recognizable name that could be utilized in its entirety on logos, signs, stationery, and other identifiers. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1, Chapter 780, Acts of the 69th Legislature (R), 1085, by deleting El Paso County...Authority, giving the new Authority the name "Lower Valley Water District." SECTION 2. Amends Section 2A, Chapter 780, by deleting El Paso County...Authority, giving the new Authority the name "Lower Valley Water District." SECTION 3. Amends Section 3(g), Chapter 780, by deleting El Paso County...Authority, giving the new Authority the name "Lower Valley Water District." SECTION 4. Provides that the name change does not effect the obligations or powers of the Authority. SECTION 5. Emergency clause. SUMMARY OF COMMITTEE ACTION H.B.1600 was considered by the committee in a public hearing on March 13, 1995. No testimony was received. The bill was reported favorably, without amendment, with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars, by a record vote of 8 ayes, 0 nays, 0 pnv, 1 absent.
