                              Senate Committee Report (Unamended)
BACKGROUND

Currently, the El Paso County Lower Valley Water District Authority
is the name of the conservation and reclamation district that was
established by the 69th Legislature in 1985. After the authority's
creation, the board of directors of the authority noted that the
name under which the authority was created is too long and
cumbersome, and, as a consequence, is rarely used in its entirety.
The name has caused confusion regarding its relationship to the
County of El Paso and with other districts and authorities in the
county.

PURPOSE

As proposed, H.B. 1600 changes the name of the El Paso County Lower
Valley Water District Authority to the Lower Valley Water District.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
