BILL ANALYSIS H.B. 1620 By: Junell (Montford) Finance 05-19-95 Senate Committee Report (Unamended) BACKGROUND Current law authorizes the Board of Veterinary Medical Examiners to establish by rule and collect reasonable and necessary fees to produce sufficient revenue to cover the costs of administering the Veterinary Licensing Act. PURPOSE As proposed, H.B. 1620 allows the Board of Veterinary Medical Examiners to raise examination and license renewal fees by $200, and provides for the allocation of the revenue to the foundation school fund and the general revenue fund. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article 8890, V.T.C.S. (Veterinary Licensing Act), by adding Section 25, as follows: Sec. 25. (a) Provides that the license renewal fee established by the Board of Veterinary Medical Examiners imposed by or under another section of this Act is increased by $200. (b) Requires $50, of each fee increase collected, to be deposited to the credit of the foundation school fund and $150 to be deposited to the credit of the general revenue fund. Provides that this subsection applies to the disposition of each fee increase regardless of any other provision of the law providing for a different disposition of funds. (c) Provides that the increase in the license renewal fee described in Subsection (a) of this section does not apply to certain license holders. SECTION 2. Effective date: September 1, 1995. Makes application of this Act prospective. SECTION 3. Emergency clause.
