BACKGROUND
Senate Bill 485 was passed during the 73rd Session to establish a
training program for members of the governing boards of
institutions of higher education. Senate Bill 485 required all
governing board members of institutions of higher education to
attend a two-day seminar held annually in Austin.
PURPOSE
H.B. 1689, as substituted requires that the Texas Higher Education
Coordinating Board by rule establish a training program seminar.
Appointed members of a governing board of institutions of higher
education are required to attend a seminar sponsored by the board.
Elected members of a governing board of institutions of higher
education may attend a training program seminar.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency, or institution.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Chapter 61 C, Education Code, sections 61.083(a)
and (b) to read as follows:
Sec. 61.083. TRAINING FOR MEMBERS OF GOVERNING BOARDS. (a)
The board by rule shall establish a training program for members of
governing boards of institutions of higher learning. Members
appointed to these boards shall attend a training program seminar
and members who are elected may attend a training program seminar.
SECTION 2. Members who are elected to governing boards of
institutions of higher education are not required to attend a
training seminar under Section 61.083, Education Code.
SECTION 3. Emergency clause.
Effective date: upon passage.
COMPARISON OF ORIGINAL TO SUBSTITUTE
H.B. 1689 does not require the members of a governing board of
institutions of higher education to attend a training program
seminar established by the Texas Higher Education Coordinating
Board. H.B. 1689, as substituted requires the appointed members of
a governing board of institutions of higher education to attend a
seminar sponsored by the board. Elected members of a governing
board of institutions of higher education may attend a training
program seminar.
SUMMARY OF COMMITTEE ACTION
H.B. 1689 was considered by the committee in a public hearing on
March 14, 1995. The following person testified in favor of the
bill: Mr. J. William Wenrick, College Administrator, Dallas County
Community Colleges. The bill was left pending.
