BILL ANALYSIS H.B. 1794 By: Johnson (Turner) State Affairs 5-25-95 Senate Committee Report (Unamended) BACKGROUND Current law grants restricted license plates for forestry vehicles, excluding those carrying logs and debarked logs. Under the provisions of the International Registration Plan (IRP), a vehicle displaying a "restricted" license plate is granted interstate reciprocity when operating into or through another state. This restricted license plate grants interstate operation of vehicles hauling forestry products under the provisions of IRP, and eliminates the requirement of purchasing registration trip permits or apportion license plates. PURPOSE As proposed, H.B. 1794 redefines "forestry vehicle" to mean a vehicle used exclusively for transporting forest products in their natural state. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article 6675-5p, V.T.C.S., to redefine "forestry vehicle" to mean a vehicle used exclusively for transporting forest products in their natural state, including, among other items, logs and debarked logs. SECTION 2. Emergency clause. Effective date: upon passage.
