BILL ANALYSIS H.B. 1810 By: Turner, Sylvester April 12, 1995 Committee Report (Unamended) BACKGROUND At present, the Houston Police Pension Board is composed of seven members. Two of the members must be retired pension system members, and legally qualified taxpaying voters of the city. Many retired police officers live outside the city limits. Since they make decisions only about pension assets, residence in the city is not relevant. PURPOSE To alter the requirements for candidates for the pension board to allow the two board positions reserved for retired members to be filled without regard to residence. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1: Amends Section 4(b), Police Officers' Pension System in cities of 1,200,000 or more (Article 6243g-1, V.T.C.S.), by adding that retired members receiving pensions will be chosen as Board Members and deleting that board members must be qualified taxpaying voters of the city. SECTION 2: Stipulates that the law change is only for individuals who may be appointed to the Board after the effective date of this act. SECTION 3: Effective date: September 1, 1995.
